Retirement Benefits – Department of Retirement Systems
If you are a PERS Plan 3 Member, the transition to DCYF is considered a change of employer for retirement purposes. Therefore, you MUST complete a new Member Information Form choosing a Contribution Rate and Investment Program.
If you do not choose an option within 90 calendar days, you’ll be defaulted into Option A, which is at the maximum 5% contribution rate, Self-Directed Investment Program. PERS Plan 3 Members will not have an employee contribution taken from their pay until the Member Information Form is received by Payroll, or the 90 calendar day default occurs.
Please send your completed Member Information Form with the following sections completed to dcyf.payroll@dcyf.wa.gov:
- Member Status and System: Select Returning Plan 3 Member and PERS options.
- Section 1: Personal Information
- Section 3: Signature Required
- Section 4: Plan 3 Contribution Rate and Investment Program Selection
No action is required for PERS Plan 2 Members.
No employee action is needed for medical or dental coverage. Your coverage will be uninterrupted and new cards will not be issued.
Yes. Employee premiums will remain the same.
Yes. Employees currently enrolled in Flexible Spending Accounts (FSA), Dependent Care Assistance (DCAP), and/or Health Savings Accounts (HSA) will be able to use the monies in the accounts. Contributions will automatically continue after the move to DCYF.
No. The move to DCYF does not qualify as a Special Enrollment. Employees must wait until November 2019 to make changes to their health benefits.
Miscellaneous Forms
W-4: No.
You have the option to provide an updated W-4 anytime. Your current W-4 information transfers to DCYF, so there’s no need to complete a new form unless you want to make a change.
Direct deposit information: No.
The current information on file will transfer to DCYF. No need to resubmit.
I-9 Verification to work in the United States: No.
Employees will not have to complete a new I-9 verification, unless you do not have a current I-9 on file.
July 10th Pay Day
- This paycheck covers DSHS time worked June 16th through June 30th 2019, therefore DSHS will be listed as the employer.
- Medical Premium/Surcharge Deductions: DCYF must collect all of the medical premiums and surcharges for each calendar month and your July 10th paycheck is being issued by DSHS as mentioned above.
- There will be NO medical premium deductions from your July 10th paycheck; instead, you will see a double deduction on the July 25th paycheck.
- There will be NO tobacco and/or spousal surcharges from your July 10th paycheck, if applicable; instead, you will see a double deduction on the July 25th paycheck.
July 25th Pay Day
- This will be your first paycheck as a DCYF employee and will cover time worked from July 1st through the 15th.
- There will be a double medical premium deduction.
- There will be double tobacco and/or spousal surcharge deductions, if applicable.
- There will be NO PERS Plan 3 employee deduction taken until the Member Information Form is received by payroll, as applicable.
- The Medical Aid deduction may change (based on DCYF’s experience rating).
- Former JR, OJJ, and CCSP employees will continue to use Leave Tracker for time and leave submission. Other documents (Overtime, Comp Time, Standby, etc.) should be sent to the appropriate email address for your region. These email addresses are currently being setup and will be shared soon.
- Supervisors Visit Inside DCYF for guidance/instructions.
No.
Current non-permanent staff should have recently received a letter identifying their return rights. If you believe a notification has been missed, please HR at DCFY.HR@dcyf.wa.gov.
UMCCs will be conducted in accordance with the collective bargaining agreements.

A link to the HR Operations Team contact list is provided above. New employee paperwork may be sent to the local HR office where the new employee will be located; local HR manager names and phone numbers below. Please direct any new employee onboarding questions to the appropriate local HR office.

Exempt Management Service (EMS) positions that are not opened up for recruitment will receive a new appointment letter. Positions in Washington Management Service (WMS) that are not opened up for recruitment will not receive a new letter and simply transfer into DCYF.
The appointment letter you received should have outlined the expected duration of your appointment. This expected duration isn’t going to be impacted by the transition to DCYF.
Your HR records, including performance evaluations, will transfer to DCYF.
Your FMLA approval, current usage, and remaining hours will all transfer over. You are encouraged to check in with your HR point of contact if you have any questions in advance of July 1. Shared Leave balances will transfer to DCYF.
DCYF supports continual learning and will have policies in place to continue these programs.
Yes. Supporting employees and their children during those early months is important.
DCYF has implemented an IAW program.
DSHS and DCYF are working closely to ensure employee records are transferred accurately. Please notify DCYF Payroll at DCYF.Payroll@dcyf.wa.gov if you discover any discrepancies.
Yes.
No. Employees eligible for the 3 percent general wage increase will receive the increase beginning with their July 25th paycheck.
Employee parking arrangements should remain the same when transferring to DCYF if an employee remains in the same building. If an employee is moving to another building they will be notified of any parking impacts. All current parking deductions will transfer with the employee to DCYF.
