Board of Appeals

The Department of Children, Youth, and Families (DCYF) has a Board of Appeals. Review judges on this board look over decisions made by judges at the Office of Administrative Hearings. Either the Department or the person who asked for the original hearing can request this review. Cases follow the rules in chapter 34.05 RCW and chapter 110-03 WAC.

The Board of Appeals review judges are lawyers who check hearing decisions for legal and factual mistakes. They work on behalf of the DCYF Secretary and operate independently from other department programs. Final decisions from the Board of Appeals are made by these review judges. Final decision made by the Board of Appeals can be appealed to superior court following the rules in chapter 34.05 RCW and chapter 110-03 WAC.

The Board of Appeals:

  • Keeps the Department's official records for each case
  • Accepts requests for review
  • Sends hearing records to superior courts
