Adoption Support Program

The Adoption Support Program helps families adopting special needs children by providing financial, medical, and counseling support. These services are available after adoption for eligible children based on state and federal rules.

An Important Message from the Social Service Payment System Regarding Payments 

An upcoming change to payment processing at the Department of Children, Youth, and Families (DCYF) requires everyone who receives payments from DCYF to have a Statewide Vendor Number (SWV) to receive payments. This applies to both those who receive payments as paper warrants, and those who receive payments through Direct Deposit.

If you have active Direct Deposit, you already have an SWV number and no action is needed. If you need to update your address and contact information on your direct deposit account, please use the Provider Change Form.

If you do not have direct deposit or an SWV number, please complete the online DCYF Provider Registration form using DocuSign. There is also a form to start Direct Deposit, which is not required, but strongly recommended. If you’d like direct deposit, both forms are required.

For instructions on how to complete the form, click on the “Submitting forms with DocuSign” link on the webpage. If you do not get an SWV number prior to the payment processing change, payments will be delayed.

Submit the completed form as soon as possible to allow for processing before the change. It takes approximately two weeks for the Office of Financial Management (OFM) to assign an SWV number and activate direct deposit.

Federal Adoption Tax Credit 2024

For families who finalized their adoptions in 2024, this is important information for you!

Based on your income and tax situation, you may be able to benefit from the Federal Adoption Tax Credit. For adoptions finalized in 2024, the amount of the credit is up to $16,810. In addition, all children adopted out of foster care with an Adoption Support Agreement can qualify as “special needs” for the purpose of the adoption tax credit. This means that families can claim the full amount of the credit, regardless of expenses actually paid for the adoption.

Adoption Support Program staff are not tax professionals, and therefore, are unable to give tax advice. However, we can provide you with a copy of the letter you received post-adoption finalization, that verifies the child was considered “special needs.” Contact the Adoption Support Team to get your letter.
