ECLIPSE Services

Who Does ECLIPSE Serve?

  • Families who interface with multiple systems, referred by Child Welfare and have experienced biological, familial, and/or environmental risk factors.
  • Families who are experiencing the highest level of risk factors and extreme stress.
  • Families working with DCYF-Child Welfare/CPS Social Workers or Indian Child Welfare workers (from voluntary to child removal) and referred to Early ECEAP or ECEAP by Child Welfare Early Learning Navigators (CWELN).
  • Child and families involved with the child welfare department of DCYF are categorically eligible for Early ECEAP/ECEAP based on priority points developed for Early ECEAP and ECEAP.
  • Children expelled from other Early Learning environments.
  • Families and children referred by primary care providers, public health nurses, and other community professionals.
  • Children and families who have experienced trauma.

Referral Pathways

DCYF Child Welfare Early Learning Navigators (CWELNs), DCYF/ICW social workers, primary care physicians, public health nurses, Economic Services Administration (ESA) social workers, families, and community members may refer children to Early ECEAP/ECEAP to receive ECLIPSE services.

ECLIPSE Services Include

  • Enrollment in Early ECEAP and/or ECEAP programming
  • Child social emotional/behavioral screening
  • Caregiver screening of stress or depression, if needed
  • Family strengths and needs assessment
    • A comprehensive assessment that evaluates the developmental areas of parent-child relationship, psychosocial stressors, and strengths.
  • Multidisciplinary team meetings
  • Family Care Plan (FCP) developed by parent(s)/ primary caregiver(s), Infant Early Childhood Mental Health Professional, ECEAP staff, and allied professionals
  • Transportation support
  • Support from infant and early childhood mental health (IECMH) professionals to conduct visits and training with families in the home (if needed) and with the teachers in the classroom.
  • Discharge/transition planning
