The 2023 Indian Nations Child Placing Agency (CPA) Agreement was extended through April 2024. The Department of Children, Youth and Families (DCYF) is engaging with Tribes to develop a new Indian Nations CPA Agreement planned to go into effect May 2024.
The new agreement will reflect DCYF’s shift to a Caregiver Support Model with services in the statement of work focused on assisting caregivers in caring for the children and youth in their homes based on the identified support needs of those children and youth.
The Caregiver Support Model has seven (7) levels of support needs that are associated with seven (7) different levels of placement supports the CPA provides for caregivers and each level is also associated with different rates paid by DCYF to the CPA provider.
Based on feedback received during previous Tribal CPA Indian Nation Agreement meetings, there are three (3) service delivery and two (3) case aide service delivery options that Tribes may opt for in the Indian Nations CPA agreement. Each option has a separate reimbursement rate that is outlined in the draft fee table. Please see the February 1, 2024 Indian Nations CPA presentation for details about the options summarized below, including service delivery requirements in the statement of work.
- Option 1: Caregiver Support Rate determined by each child’s support level, 1-7.
- Option 2: Caregiver Support Rate is a level 2 for all children served under the agreement.
- Option 3: Caregiver Support Rate is the median of all level rates for all children served under the agreement.
Tribal CPA Agreement Monthly Meetings
DCYF hosts meetings the first Thursday of every month to discuss the new Indian Nations CPA Agreement to share updates and offer a space for questions and ongoing communications between Tribal CPAs.
