Early Learning Facilities (ELF) Grant
The ELF grant program was created in 2017 by Substitute House Bill 1777. Administered by the Washington State Department of Commerce, the program’s intent is to help meet the critical need for high quality early learning opportunities for children from income-eligible households through the expansion of early learning classrooms.
Through grants and loans, the ELF program provides financial assistance to eligible organizations for the planning, renovation, purchase, and construction of early learning facilities and classrooms serving children in Early Childhood Education and Assistance Program (ECEAP) and Working Connections Child Care (WCCC).

Funding Availability
The Washington State Department of Commerce Early Learning Facilities (ELF) program will soon open the 2025–2027 grant cycle.
The application is anticipated to be open starting Sept. 1, 2025 and close Oct. 31, 2025 at 5 p.m.

Pre-design
Pre-Development
Construction, Renovation, and Acquisition
Maintenance Funding for Health & Safety
ELF funding is open to nonprofits, public entities, K-12 schools and districts, tribes and for-profit businesses for expansion or facility maintenance projects.
Technical Assistance
DCYF provides direct pre-licensing assistance to current and prospective grantees of the ELF program. DCYF contracts with the Imagine Institute for language interpretation and translation of Department of Commerce grant and post-award materials.
DCYF Pre-Licensing
To help successfully navigate the facility development and licensing processes, DCYF offers technical assistance to current or prospective ELF grantees. The pre-licensing team can provide technical assistance on the following topics:
- Feasibility assessment of site for potential child care;
- Facility or site plan reviews;
- Guidance related to licensing requirements, which includes learning environments, health and safety, and curriculum; and
- Providers interested in offering ECEAP programming who serve families receiving Working Connections Child Care.
