Early Learning Facilities (ELF) Grant Program
The ELF grant program was created in 2017 by Substitute House Bill 1777. The program’s intent is to help meet the critical need for high-quality early learning opportunities for children from low-income households through the expansion of early learning classrooms.
Through grants and loans, the ELF program provides financial assistance to eligible organizations for the planning, renovation, purchase, and construction of early learning facilities and classrooms serving children in Early Childhood Education and Assistance Program (ECEAP) and Working Connections Child Care (WCCC).

Eligible Organization key dates:
- Tuesday, August 1, 2023: Grant cycle opens in ZoomGrants
- Tuesday, August 22, 2013: Deadline for pre-applications, 5:00 PM
- Monday, October 16, 2023: Deadline to receive General Applications, 6:00 PM
