Notices are required to be sent to specific agencies. This includes law enforcement, schools, Department of Corrections, Tribes, and the Office of Victim/Witness when some young people in Juvenile Rehabilitation (JR) do any of the following:
- Go on authorized Leave
- Transfer to a Community Facility (CF)
- Release to parole supervision
- Discharge from a JR commitment
- Transfer to another facility such as jail or Department of Corrections (DOC)
- Escape
Notices will include:
- The offense or offense type that requires notice
- Young person’s name
- Date of birth
- Address (when known)
- Supervising agency’s name and phone number
- Name of contact person
Law Enforcement
Notice is required for all young people with a sex offense, violent offense, kidnapping, stalking, or unlawful imprisonment offense, and when all young people transfer to a CF.
Serious and violent offenses need 30-day advance notice. Other offenses may have need 7 days or 72 hours.
If a young person is being released to an address on Tribal land, the Tribal law enforcement agency must be notified.
School Notification
Notice is needed for all public and approved private schools within the school district where a young person lives. Private schools are approved by the Office of Superintendent of Public Instruction and listed in the Washington Education Directory. Notice is required when a young person:
- Transfers to a CF
- Goes on authorized leave
- Releases to parole
Notice must be sent at least 30 days prior to transfer, discharge, or release for young people with the following offences:
- Sex
- Violent
- Kidnapping
- Stalking
Notices must be sent 72 hours prior for all others.
Victim/Witness Program Notification
Notices to the Office of Victim/Witness must be sent when a young person moves locations, including:
- community involvement
- authorized or emergency leave
- escape
Youth who have Sexually Offended (YSO)
Notices are required for young people who sexually offended. Notices to law enforcement will also include:
- Notice of Sex Offender Release
- Washington State Sex Offender Risk Level Classification (WSSORLC) Tool
- social and legal file information
- pre-registration information for young people who require registration
Youthful Offenders
Youthful Offenders are young people who were charged as adults. Notices are sent:
- For release or discharge by the Department of Corrections (DOC)
- To the Office of Victim/Witness by JR
- For transfer to a CF by JR
