Young people exiting Juvenile Rehabilitation (JR) facilities will soon receive healthcare coverage prior to their release from secure residential facilities through the Washington Health Care Authority (HCA) Reentry Initiative.
Starting July 1, 2025, young people in JR who are eligible for Apple Health will receive services up to 90 days before their release. Juvenile Rehabilitation facilities would offer pre-release services including, discharge planning, care management, physical and behavioral health consultations, medications for opioid use disorder, a 30-day supply of medications, lab and radiology, and medical supplies at release.
"Providing access to Medicaid pre-release, along with additional resources and support, is truly transformative for youth exiting secure facilities. It ensures continuity of care, addressing all aspects of health needs during a critical transition period,” explains DCYF Assistant Secretary of Juvenile Rehabilitation Felice Upton. “This approach not only improves immediate health outcomes but also significantly reduces recidivism by giving young people the resources they need to successfully reintegrate into their communities. It's a smart investment in public health and safety that recognizes the potential in every young person to change their trajectory."
DCYF is part of the first cohort nation-wide to implement the initiative. In addition to JR, the Reentry Initiative will implement pre-release services at state prisons, local jails, and detention centers.
