The Washington state Citizen Review Panel (CRP) program began in 1999. It was created in response to the Child Abuse Prevention and Treatment Act (CAPTA). CAPTA requires states to create CRPs. The panels give citizens a new way to take part in reviewing whether the state is meeting its goals to protect children from abuse and neglect.
CRP members are community volunteers. They give their time and energy to help improve the lives of children in Washington. These volunteers bring many different views, life experiences, and areas of knowledge to the work.
Washington state has three CRPs. The information below explains more about each.
The Children, Youth, and Families (CYF) Statewide CRP is made up of volunteer members with expertise in child welfare. Panel members include those with professional or lived experience. The panel meets on the second Tuesday of each month. It supports DCYF in developing and delivering policies and services that increase the safety, permanency, and well-being of children and strengthening families.
Panel Membership
The CYF Statewide CRP accepts applications year-round. The panel reviews applications for membership in July and January of each year.
Panel members are recruited from the community and have either a professional or personal understanding of DCYF or another child welfare agency. Panel members should also have some knowledge or expertise in preventing and treating child abuse and neglect.
Membership is voluntary and expected to reflect the diversity of the state and the communities served by DCYF. Panel members identified as Lived Experts may meet the criteria to receive a stipend for their participation. Members commit to an initial two-year term with the option to renew at the end of their term.

The Social Impact Oversight (SIO) CRP is made up of volunteer members with expertise and experience with the child welfare system. This panel looks at the impact the child welfare system has on those it serves. The members include professionals with experience in the child welfare system and those with lived experience. The panel meets on the first Monday of each month.
Panel Membership
The SIO CRP accepts applications year-round. The panel reviews new applicants, and membership is confirmed with a simple majority vote by current active panel members.
The panel recruits members from the community who have a professional or personal understanding of DCYF or another child welfare agency. Members should also have some knowledge or expertise in preventing and treating child abuse and neglect.
Panel membership is voluntary and expected to reflect the communities served by DCYF. Panel members identified as Lived Experts may meet the criteria to receive a stipend for their participation. Members agree to an initial two-year term, with the option to renew at the end of their term. No panel member is eligible to serve more than four consecutive years.

The Prevention, Investigation, and Family Services (PIFS) CRP is made up of volunteer members with expertise in preventative services and investigative methods related to child abuse and neglect. This includes people with professional backgrounds and those with lived experience. The panel meets at least four times a year to help DCYF by reviewing policies and procedures related to prevention services and investigations. This panel aims to improve prevention services and investigative outcomes to ensure the safety and well-being of children and families.
