Silvia has made a positive impact in Skagit, Island, and Whatcom counties for more than 25 years. 

Her career began as a caseworker. This is where she first experienced the complexities of child welfare. She then became a supervisor and Area Administrator. In these roles, she learned how to lead and support her teams through challenging situations. 

In addition to her work with DCYF, Silvia is a strong supporter of fostering strong tribal relations. She is deeply committed to collaborating with diverse communities.
