Marcos joined DCYF as the Director of Human Resources on February 16, 2018. He is responsible for leading, directing, developing and overseeing the delivery of the agency’s comprehensive human resource program.
Marcos is an experienced Human Resources (HR) professional with two decades of experience working in government administration. Prior to joining DCYF, he served in the role of HR director for the Department of Corrections and Parks and Recreation Commission. Marcos also chaired the Washington State Veterans Employees Resource Group and currently co-chairs the Washington State HR managers group.
Marcos has stated he is proud to be part of an organization where its primary focus is to improve the lives of kids and families.
Marcos is originally from Bronx, New York and is a Veteran of the United States Army, where he served as a combat engineer and administrative specialist. He currently lives in Olympia, with his spouse Helene and has two adult children, Justin and Vanesa. In his spare time, he loves to travel, play competitive softball and fosters newborn kittens. As a New York Yankees fan in Mariners territory, Marcos has requested that you do not fault him for being loyal to his team but he is okay with you giving him a hard time.
Marcos was a recipient of the 2021 Excellence in Washington State Government Leadership Award and holds a Master of Business Administration (MBA), focused on Business Administration and Executive Management, from Washington State University (WSU) - Carson College of Business. He also has a Bachelor of Science in Business Administration/Management.
