Child Care and Early Learning Licensing Guidebook Now Available

The Washington State Department of Children, Youth, and Families (DCYF) Licensing Division is pleased to announce that the complete Child Care and Early Learning Licensing Guidebook (CCELLG) is now available online in English. The complete Spanish and Somali versions are being finalized and are coming soon.

The CCELLG is a resource to support child care and early learning programs with the successful implementation and understanding of the Foundational Quality Standards (Chapter 110-300 Washington Administrative Code) that went into effect on Aug. 1, 2019. This CCELLG replaces the former Family Home Child Care Licensing Guide and the former Child Care Center Licensing Guidebook.

DCYF has rolled out the CCELLG in phases since January 2020, with a pause in publication due to the COVID-19 pandemic. The CCELLG contains information that will help early learning professionals understand the reasoning behind key licensing standards. It includes data, resources, examples of compliance, and early learning provider, parent, and coach testimonials. The complete guidebook consists of the following sections:

  • Introduction
  • Intent and Authority*
  • Child Outcomes
  • Family Engagement and Partnerships
  • Professional Development, Training and Requirements*
  • Environment*
  • Interactions and Curriculum*
  • Program Administration and Oversight*

*Publication of these sections completes the rollout of CCELLG in English.

The CCELLG is an online document located in the DCYF Publications Library. We will notify you when the complete Spanish and Somali versions are published. Meanwhile, you may refer to the English version of the guide or the current child care laws and rules found in 43.216 Revised Code of Washington (RCW) and 110-300 WAC.
